Abstract
Among other policies defined in the Constitutional clauses of the Preamble, Brazilian government aims to ensure development. In article 3, item II, the guarantee of national development is a major objective for Federative Republic of Brazil. Development necessarily presupposes labor factor, as defined in article 6 of the Constitution. Not to shake this equation, the share that each has the right of economic development should be proportional to the effort required and the efficiency achieved by its work. Without reciprocity, development will be unviable. Thus, it is essential to investigate the legal content of reciprocity.
