EUROCEPTICISMO NO PARLAMENTO EUROPEU
ANÁLISE DO COMPORTAMENTO LEGISLATIVO E POLÍTICO DOS DEPUTADOS EUROCÉPTICOS NA QUARTA, QUINTA E SEXTA LEGISLATURAS (1994-2009)

A oposição à integração européia, mesmo se marginal por décadas, tornou-se uma dimensão transcendental do sistema político da União Européia (UE) nos últimos anos. Esta questão é particularmente relevante no Parlamento Europeu (PE), a única instituição Européia diretamente eleita pelos cidadãos. Este trabalho analisa especificamente a oposição à integração européia no âmbito do PE, expressada no comportamento legislativo e político dos deputados Eurocépticos (fazendo a distinção entre Eurocépticos ‘duros’ e ‘moles’) na quarta (1994-1999), quinta (1999-2004) e sexta legislaturas (2004-2009). Ao longo da história do PE tem havido partidos ou facções Eurocépticos, mas a transferência dos Eurocépticos na arena política nacional para PE manifestou-se claramente da quarta legislatura, quando ingressaram os primeiros representantes dos partidos políticos focados na sua oposição à UE. Esta tendência continuou confirmando-se, com alguns altos e baixos, em sucessivas legislaturas. O grande paradoxo para deputados Eurocépticos é que eles conseguiram ser eleitos como membros de uma instituição que se opõem e, tendo assumido as suas posições, devem operar dentro da mesma. O fato de que os partidos Eurocépticos são diferentes na intensidade de sua oposição à integração européia e nos argumentos que são apresentados para opor-se, refletem-se nas diferentes tendências de comportamento entre seus representantes no PE. O objetivo deste artigo é abordar um tema que há sido pouco tratado pela literatura especializada e analisar as forças de oposição à União Européia ao coração do Parlamento Europeu.
